We're already in a new era of nuclear proliferation because the failure of the UN and international law, and rejection of that law by the US and its allies and proxies such as Israel, has left nukes as the only functional deterrent against countries with more powerful conventional militaries -- and some of those, like Russia, are so desperate for war materiel they might trade nuclear technology (with, e.g., Iran) to obtain it.
