(btw: this is a first step to free, universal post-secondary, which is what the goal should be!)

University tuition was mostly or almost free until the 1970s -

My undergraduate degree in England, completed in 1972, was completely free.
Not just tuition but a livable grant for food, rent, books and incidentals.
The university charged tuition but my town's Education Authority paid it and the grant. For one UG degree only.
No loans involved.
There's no reason we can't return to that system.

My OND, HNC and HND were free and I graduated in 1990. I had to do my BA part time as the full time courses had become paid things. I started my BA in 1992 and completed it in 1998.
