I counted 37 floors. If there are 37 apartments per floor since the building looks square-ish (those would be some small apartments) and there are 2 rows, that is less than 3000 apartments. If each had a family of four, that is less then 12k.

It's a matter of perspective and use --- high density one place means you can have open space somewhere else, for a given amount of land.

I'd much prefer a few large dense housing complexes, surrounded by green space, than suburban sprawl.
