When you want to change/upload NOT YOUR OWN avatar at the profile page as admin then after the Save Changes click the selected pic become your own avatar and the member's remain unchanged.
It does work after I disable all of the SSO plugins I had enabled. I will try going through them one by one to determine which sso plugin it actually was and let the developer know.
