E-mails keep sending after turning the subscription notifications off.

Hello guys, I'm a new member of this community, but i've already encountered a problem with my nodeBB forum

My users have reported that there's no way to turn off the e-mail following notifications and they keep on sending, even though i turned it off globally.

Do you guys have any idea of what is wrong?
