You create a public repo with the same name as your GitHub username, create a README.md, and it will be displayed on top of your profile.
I finally made one:

@nsa It's in the documentation, but I discovered the feature after seeing it on a random person's profile.
I probably wouldn't have found it otherwise, because no way I'd be reading the docs on customizing a GitHub profile.
