Is there a fediverse server that supports multiple domains?
e.g. you can have several domains like fedi1.example.com, fedi2.example.org and fedi3.example.net with each domain serving their own user list but sharing server resources, admin, moderation, etc as needed.

Takahe is the only one that I am aware of.
I don't consider it production ready yet however.

Takahē is an ActivityPub server designed for efficient use on small- to medium-size installations, and which allows you to host multiple domains on the same infrastructure. It’s currently in an beta state, meaning most things work and it can talk to most of the Fediverse, but there’s still some polish and features left to add.
