Restrict image upload privileges based on repuation

It'd be great if the admin can restrict who can upload images based on their reputation.

And with that comes a question. Is it possible for the admin to assign a reputation manually at this time?

Also, how can we have moderation for posts with images? Like any post with an image should be places in post-queue first and be approved from mods before posting.

Well this is very basic and my very first!!
this is not exactly based on reputation but a small change can do that
Also the settings page does not work and is not exactly required. So I will remove it soon... (Well I am still learning)
