You can create a category on your forums and disallow certain groups. This is from the 0.7.x dev release, but I believe the 0.6.x functionality was similar with a different UI:

I think one "problem" with this is that an admin is required to make these. Having a small discussion or even a chat room per group could be a cool feature.

I think creating a group should also automatically create it's own private (or public) category. tbh, I'm surprised this isn't already a thing.

I'm against creating group chat rooms, I think this is too social media-like for core.

I would buy such a plugin.
But I have no idea how much it would cost.

All members of the group - Moderator?
Better to just moderators group had the opportunity to moderation.

You can create new groups, they appear in that table, if you want just that group to be able to see a category, go to that category in the ACP, and tick Find, Access & Read, Create Topics & Reply.

Untick registered-users boxes and guest boxes, Save.

Thank you, but unfortunately is not suitable.
I want to make a feature site - groups.
Groups be located on the main page. Every registered person can create their own group on any topic. The discussions I want to do within the groups (without categories).

Unfortunately, to do this is problematic.
Need to purchase programmers services for that.

Yes, you can currently create a category and limit participation to specific group(s) or users.
