Switching themes moves widgets to Draft Zone. Is this intentional?

im pretty sure its a compatibility thing, what if the theme your changing to doesnt have the same widget areas, since the widget areas are assigned by the theme

^ this. If a theme does not have the widget area defined then they have to go somewhere. Putting them in the Draft zone is where they go.
