Is there a plugin allows current users to vote the new registering?

I have searched for this feature or plugin here many times, seems not been full filled yet.
what I want is to restrict the registration. If any one want to register in, he/she need been confirmed by more that 10(e.g.) existing users, that means more than 10 users vote for allowing he/she get in.
Any advice or tips will be appreciated! -
