In the ACP under Users, you can both Ban & Unban a user from the edit menu at the same time. Should this not be conditional on the current users ban state?

For example, if not banned, give option to ban, if banned, give option to unban. Rather than both.

I think the reason both are visible is because you can select multiple users and those can be both banned and not banned, so what do we display when that happens?

Erm, didn't think of that. In that scenario you could show both? As both would technically be true.
