Has temporary fix.
Error when installing nodebb
-
You'll need to have all the dependencies installed in advance before trying to pull the files from GitHub if you're going to do an install.
-
I haven't used NodeBB on Windows 8, but it looks like npm is trying to run out of your AppData folder, while everything else has a solid location. Try running your terminal as an Admin, as it could have an access error with running out of AppData.
Just a guess, as I've had similar issues.

@naxxmare, before opening PowerShell, right-click on it, and select Run As Administrator. If a box pops up, click Yes.
This may solve the issue you are experiencing. One of the NodeBB dependencies is running from a directory on your machine that has been known to require advanced permissions on Windows 8.
In the past I haven't been able to run anything in my AppData folder on my Windows 8 workstation, without using it as an admin.I see you use Teamviewer. I could provide assistance via it if necessary.
edit: What is your primary language? I'll try to translate it if necessary.

@naxxmare, that is quite possible - though I'm not aware of any major changes in the two OS builds that would explain this issue.

@naxxmare, I had a similar issue this evening.
Fix:
Navigate to %AppData% in Windows Explorer
Create a folder called npm
