@LunaDragofelis That's not DB's weirdness. ICE is an 'express' service. These are almost always scheduled at higher priority than 'ordinary' passenger services, on pretty much any railway network there is.
It's such a common railway thing that I remember having missed it when playing Transport Tycoon Deluxe way back when.
Cargo services are almost always lower priority than all passenger services, but historically, there used to be fancy exceptions for things such as delivery of refrigerated food before the development of refrigeration cars, and, obviously, for carrying royalty around. Because railway is older than the last big wave of kings and queens of Europe becoming just citizens.
