I've talked about this before, but the truth is all software standards are effectively two standards: The published standard, and the implementer with the largest market share. Either purposefully, or because their project has so much inertia and finds it difficult to fix mistakes, or just user assumption, the 'big fish' gains the power to supersede the standard.
Standards are only adopted to drive inter-operation. If you can't operate with the largest operator, you're dead in the water. Said implementer can look at a bug report and say "Will not Fix", and bam; it's now effectively part of the standard. Users do not really care about the high-mindedness of standards adoption; they just want things to work. You can see how this gives accidental and enormous power to the big fish.
I guess what I am driving at here is that users and even other implementers will always seek a 'reference' implementation. Can't blame them; reading designed-by-committee standards is so hard. If they do not get one, the community/market will pick itself. I wish standards bodies would realize that a standard without a reference implementation is effectively and dangerously incomplete (but that's a drum I've been banging for nigh a decade now).

@NullNowhere Of course, it’s not made any better with Mastodon Social pretty much having a huge chunk of the Fediverse, which of course causes them to have an outsized influence in how things run. People should really move away from Mastodon Social to a medium or small size server that is more aligned to their interest or even their own server, instead of making the problem worse.
Mastodon, Vanilla that is missing a lot of features that are in Misskey and other software or even Glitch-Soc (and various forks of it), some that are often requested like quote posts and reactions. They exist in one way or another on Glitch, but somehow, the lead don’t want to implement them. This also includes safety and more moderation tools, which the Mastodon team keep kicking the can down.
Something really needs to be done, it’s like Mastodon has a monopoly over the Fediverse, all contributing to Mastodon Social being a large chunk of the fediverse and market share.
