New install, can't assign group privileges

So I set up a fresh install of Nodebb 3.5.0 last night, and I can't figure out how to assign group privileges to a category.
I've created some test groups. I navigate to the Manage Privileges page, and attempt to add one of the groups but there are no permissions columns to select from, see below
I feel like I'm making a dumb mistake but I don't know what. I've searched around for an hour or so but have not found anything helpful, so figured I'd post for help.

When a group is added via the "Add Group" modal, the row is added, but the generated row is missing the cells with checkboxes. Related topic: https://community.nodebb.org/topic/17648/new-install-can-t-assign-group-privileges

LOL okay, thanks!
One other quick thing, not sure if it's related. Hovering on the lock next to a group name in my screenshot gives a tooltip that indicates a group is private. But I noticed that the groups I created, while marked private, did not have the lock symbol.
