Does it actually update the username and email too? That'd be unintentional but handy, yes!

Don't think so, because the plugin check this fields before creating the users, so those lines would be ignored.

This plugin seems to be malfunctioning. I'm using NodeBB version 3.5.3. When uploading a CSV file, the list appears empty and no information is displayed.
