Remove File upload icon from post write bar

I disabled file upload but the icons still in bar.
Some users get mixed up with the photo upload and file upload icons which look similar.
Can I remove the file icon, or change it to a paperclip icon or something more different?

Im posting again about this because its still a problem.
New users struggle to upload photos.
They try either the URL upload pic, or the File Upload.
On mobile the actual photo upload icon is off the screen and this is one reason they dont find it.
Can I reorder the icons and remove the url photo upload (nobody uses that but it has a more prime position in the icon bar)

@eeeee Did you disable via Admin?
