I register a new user,but the chats item doesn't appear.
How can I grant user to chats?

the administrator can see the chats item.

the chats setting is shown in the below picture.

Is my descriptions might misleading? @PitaJ @dunlix @baris

If you have them enabled, then check the privileges.
