You create the custom pages under the plugins=>custom pages page. You would enter myhome as the route for your page. Then save and go the the extend=>widgets page to add widgets to your page.
Since they're global, it doesn't seem to make sense that they're reloaded every time you navigate to a different page.
Would save a few reflows if they were persistent like the navbar.
