[nodebb-plugin-cash] nodebb-plugin-cash based on upvotes

Now plugin nodebb-plugin-cash awards users virtual currency for posting: higher character count = more pay.
Maybe it would be nice to have a modification, where user will be awarded for the content and upvotes from another users ( like SO) , more upvotes for comment = more pay. cc @psychobunny
