I plan to enable email confirmation for future sign-ups. But I have handful of users already. I don't need them to verify/confirm. The current behaviour is once "email verification" turns on, every user has to verify/confirm.

You are able to validate everybody's email from within "Manage -> Users". See top option in the dropdown below.
