How to get notification when browser is closed . And when notifiction come user can open at part , and get to open the website with mentioned in notiication.

You will need a PWA or an app for that.

Plez help me , I just read about PWA , such a beauty it is.
My basic problem is when somebody post a question in category mentioned in my website , A person should get notification .

I just know that with Onesignal, you can send push notifications, even when a website is not open in a tab.

You don't need a PWA to get push notification. There are providers like FCM, OneSignal etc.

What you will need is a NodeBB plugin. Kindly make a plugin request or ask quote for a custom plugin.
