Can't find SSO settings

Hi,
I just installed a fresh 1.10 and I can't find the settings for the Google,Facebook or Github SSO. I know the ACP was different last time i checked. Are these plugins broke and I should downgrade just ?

found it:
- needs ./nodebb build
- needs to open dev console to flush cache
