Maintenance mode - behaviour and controll

Hello,

I have two questions regarding the maintenance mode.

1. When maintenance mode is enabled. How are currently active users affected? Especially what happens if a user is typing/submitting a post while maintenance mode gets activated.
2. Is there a way to controll maintenance mode besides the admin panel? CLI or RestAPI maybe?
