    if you see here

    https://snag.gy/1QE0mZ.jpg

this is our category where guests can make topics too without signing up.

In this category i dont want the global-mods to be able to moderate or delete posts/topics.

Thats why i have added their group specifically and forced them to NOT TO BE ABLE TO DELETE topic/posts, but they can still delete topics and posts in this category.

why the privileges are not working as supposed to?

@faizanzahid and also we don't have to manually ad an admin as a user for each category? since by default admin can do anything, right? i.e ALL priviledges?

Being an admin gives you access to the admin control panel. Moderate permissions give people what they would need in each category.

Global Mods are designed to be global, their permissions supersede what is given in the permissions section. You should make a "Forum Mods" group if you want your moderators to be able to be unable to edit some categories.

Yes, @teh_g is correct, global moderators are special in that they will always have moderate privilege outside of the privileges page. Unfortunately it doesn't look as though you will be able to restrict gmods from their moderation privileges for this forum -- it's quite an odd use case!
