Why is the gvmt staying in office despite no longer having a parliamentary majority? Because the chancellor cannot be forced to resign. S/he can be replaced only by electing someone else to the office, or if s/he her/himself calls a vote of confidence and loses it, leading to elections. Why is that? Because in 's first, the Weimar Republic, the chancellor could be toppled without having a majority for replacing him. That caused great instability: radical forces toppled gvmts to create chaos.
