The WP Foundation reported $23K in revenue on its last available 990. That doesn't seem like enough to sustain the plugin / upgrade servers. So who runs / pays for those? WordPress Community Support PBC? Automattic? Someone else?

You can see the drop-off in 2016 when the WordPress Community Support PBC was created. I guess much of the money has been floated through there since then, with some individual donations going to the Foundation.
(Is $23K the totality of all personal donations to WP? It powers 40% of the web, so that would say a lot about open source sustainability.)

Also, the WP Foundation has two board seats beyond Matt, who happen to be a private equity executive (and former Republican candidate) and a PwC IT consultant who was active in the blogging community over a decade ago.
All three are unpaid and (officially) report spending an hour a year on the Foundation.
From its filings, the Foundation doesn't feel like more than a shell. But I know I'm missing something.
