this simtower clone has a twist, however.
you have been given a budget by the city, to build a tower, as part of an urban renewal program, to house and rehabilitate the unhoused population of the city.
so in a way it is a simtower meets βhousing project simulator 2025β type game.
in other words, you start with sims which got arrested and diverted to your tower rehab program, and you get more budget for every sim which arrives, and you get bonus money for every sim which is successfully rehabilitated and exits the tower.

in order to achieve this, you can use a combination of positive and negative reinforcement.
examples of positive reinforcement include rehab facilities, libraries, education facilities, medical clinics, stores, etc.
examples of negative reinforcement include police substations, perimeter walls, etc.
both forms of reinforcement cause incremental rehabilitation, however, negative ones may cause your sims to die, meaning they cost you money (both in terms of services rendered but also in terms of litigation settlement) without the city giving you a payout for their successful rehabilitation.

the better you do, the higher your budget goes. the worse you do, the lower your budget goes.
there is no explicit win condition. itβs like the sims. as long as youβre not bankrupt, youβre winning.
