I think Kagi makes a good case for a managed, open and regulated index to the web as a remedy to the Google monopoly https://blog.kagi.com/dawn-new-era-search This would treat a web index as an Essential Facility, like railroads that were initially built by private companies.
I guess this is similar to what DuckDuckGo advocated for in their testimony, but I have yet to read that. It really is exciting to think how an outcome like this could transform search and the web itself.
