Voting for the lesser of two evils over and over while doing nothing else is worse than apathy. Not voting isn't a sign of apathy; it's a sign of understanding reality. Doing nothing else, whether you vote or not, is what determines if someone is apathetic.

I think a lot of people feel voting is buying into a system that does harm, but it's indifference, apathy and doom that feed systems of inequity and exploitation. It's why so many evil assholes spend a lot of money to tell you how much you shouldn't care, how it's all the same no matter what.

People hate it when other people don't vote because it calls into question their belief that voting is action.
Simpsons meme with Skinner saying "No, it's the non-voters who are wrong!"

Honestly, liberals should thank non-voters for giving them someone to blame for their broken system.

I do vote, because voting can make a difference at the local level. But this time I'll be "throwing away" my presidential vote to send a message to the slightly-less-overtly-fascist mainstream party that genocide is unacceptable.

Low voter turnout is a symptom of the belief that one's vote doesn't make a difference. It is not the root cause of bad government. Rather, plutocracy is the cause of both bad government and low voter turnout.

So when you insist that others vote, what you're saying is that you don't want to accept that you live in a plutocracy. Which makes you part of the problem.

When you insist that people don't vote, you're probably trying to suppress voter turnout. So don't do that either.
