SQLite doesn't accept outside contributions but you are still free to fork it if you want. It's still Foss. My own software does not accept outside contributions (mostly because I don't have the time to review them) but it's still Foss.

@bohwaz I have no desire to use code which is deliberately discriminatory. Nor one which scoffs at the idea of a code of conduct.
