If you're not familiar with the new Passwords app, take a minute to go through the walkthrough below. I found it informative, readable, helpful...

@davemark My problem is that I want my passwords (at least some of them anyway) to be unlocked with a different password - not my AppleID password, not my PIN, and not my face/fingerprint. Maybe I'll start using Apple’s Password for low security things, and 1Password for higher security things.
-
@peternlewis @davemark This is 100% why I simply cannot get myself to switch from 1PW to Apple Passwords. I just cannot have all my life’s secrets behind the same password that also unlocks the device. I want that one extra layer of security. Can’t have a single password theft (phishing, shouldersurf, cctv replay, malware, etc) compromise everything.

@leoncowle @davemark @peternlewis It’s not just that. If you ever get locked out of your Apple account, then you can no longer access your passwords.

@mcelhearn @leoncowle @davemark @peternlewis and if you lose your 1PW master password?

@bynkii @mcelhearn @leoncowle @davemark @peternlewis The likelihood someone will 'lose' a password is pretty minimal, but you can write it down, or whatever. You are in control of your access.
However, when access is controlled by an entity that isn't you, and access can be revoked ad hoc, that is a serious, and in my context, an unacceptable scenario.
