This is significant. He is on notice now. If he keeps doing it he can not say he didn't know. This is important because the statute says:
52 U.S.C. 10307(c): “Whoever KNOWINGLY or WILLFULLY... pays or offers to pay or accepts payment either for registration to vote or for voting shall be fined not more than $10,000 or imprisoned not more than FIVE years, or both…”
If he keeps going, it's knowingly and willfully... Note people who accept payment are breaking the law too.

Yes that's true. You are right. Technically he does not need to know that he was breaking the law, but now he does. He's been warned. There is no such excuse.
