This is significant. He is on notice now. If he keeps doing it he can not say he didn't know. This is important because the statute says:
52 U.S.C. 10307(c): “Whoever KNOWINGLY or WILLFULLY... pays or offers to pay or accepts payment either for registration to vote or for voting shall be fined not more than $10,000 or imprisoned not more than FIVE years, or both…”
If he keeps going, it's knowingly and willfully... Note people who accept payment are breaking the law too.

Along with Musk's own personal liability.

The "knowingly" means that he knows he's giving money to induce registration/voting. It's not required to prove a defendant knew that a law existed ... though it sure as hell wouldn't help his future criminal defense

Technically yes, if they registered to vote in order to participate and took the money, it would seem they are breaking the law. Seems highly unlikely anyone would be prosecuted for this, but who knows.

Correct, not technically an excuse. You are correct. However, be that as it may, he has now been warned. If he keeps it up, it will further prejudice his case.

Ah, but I think we're all overlooking the most important rule of law, which is: It Doesn't Count If A Republican Does It.
The GOP has been pissed off since Nixon, and has spent every subsequent election cycle packing the courts. Whereas, I just voted in Texas...and there were a dozen unopposed Republicans for judicial seats.
Texas is important, judicially. A lot of stupid is coming out of Texas, and passing right through the District Courts...and now the Supremes are bought and paid for too.
I will personally bake and eat a hat if Elon sees any consequences.

Apparently they usually trade information from the registrant for lesser charges.
