Pretty sure Operation Beaver Drop was in the 70s. We've known that the increased water retention not only acts as a natural fire barrier, but it's incredibly beneficial to local biodiversity.

It's just that not only is there no money to be made in the process, wetlands can't really be used for anything that produces money.
