The UK once owned Hong Kong because it seized the territory as a colony in a literal drug war. Britain was once the world’s largest and most powerful cartel, specializing in opioids.
The US exists today, and in the form it has, in large part because it originated as a violent, profit-seeking private firm specializing in tobacco.
The difference between organized crime and the state is often solely one of scale, and maybe legitimacy.
