I don't remember everything that happened in FF7; but now that I think about it it seems like something of a narrative mis-step to not have the evil oil company who profits from the burning of everybody's dead ancestors be the big bad; and instead that role goes to some guy who's just really really sad about stuff?

Like, granted the aforementioned oil company made hime that way; but like; ehhh
