People's humanity is not negotiable, and it's not conditional. All people are fully and equally people, in every situation, forever. Anything else opens up a negotiation about which people can be treated as less than human, and I hope I don't have to explain why you don't want that. There's a famous poem about it.

BTW, racism is dehumanizing. Americans are trained from birth not to see racism, and not to see the dehumanization (also those things are not separable). But it's there, and it's pervasive.
Just so we're clear.
