If anyone reading this is trying to improve conditions where you work, the real solution is to exercise countervailing power, likely through organized labor. Conversations about a code of conduct, or similar, are best used as a vehicle to find people sympathetic to organizing.

Really I've found that these conversations are great vehicles for sounding out a group so you can see how much work you're in for and to get a feel for when you start to do power mapping exercises.
