Honestly, I think there just might not be any new vehicle-building games.
There's been a few phases of the genre. Like the puzzle-physics vehicle games, then the battle-arena vehicle games. But even those are only vehicle construction in that you assemble something that can win challenges. Freeform games have never been popular in the first place, and now they seem gone.

These days if you want to build a vehicle, it seems like the only games in the area are racing games where you can car car your car hey have you tried "building" your FERRARI PORSCHE M-15738195 (1997) WITH SPECIAL-BRAND SPARK PLUGS AND RED GO-FASTER STRIPES AND WHEELS FROM THE FAMOUS PEOPLE AND-
I can't imagine a more boring kind of racing game... but then, my concept of racing games boils down to Outrun.

Either way, it's a "fetish" game. You either really, really care about the details of that specific kind of driving or the game is not gonna move the needle at all.
