Though it isn't a community, isn't 'being built', and is happy with only the slowest organic growth, this is what Social Coding movement is about.. the recognition that "coding is social" activity between people first and foremost, and then yes, uses tech in order to properly "code social" support for the interactions between people in the form of software.
