Looking to possibly get a Linux laptop to run Kali on. I’m not though, looking to break the bank.

@jnv @beardedtechguy used ThinkPads worked wonderfully for me for years. In USA can usually find ones that just need a RAM upgrade or new SSD for under $200 used.
