So turns out Lenovo cheaped out on a couple 0 ohm resistors and capacitors to artificially limit the ThinkPad 13 Gen 1 to M.2 SATA SSDs instead of NVMe SSDs. Solder them onto the mainboard and voila you have NVMe support.
