Public feeds don't federate there, but they can very much see them -- and so can everybody else, they're public!

Their stated reason for caring is so that they can check whether stuff on that instance meets their content guidelines. There's probably an element of truth to that but there's also the fact that their business model (and now their AI training) depends on scooping up public information so they take every opportunity to either trick or bully people into making as much info public as possible.
