System Tags

I'm trying to sort out tags on our forum and came across System Tags in Tag Settings.
I've added a few there, but haven't figured out, how to add them to topics.
If it's relevant, we use tag whitelists for categories, so users can choose from a predefined list instead of adding their own tags.
Below the System Tags setting it says: "Only privileged users will be able to use these tags."
But where can I view and manage, who has privileges to use the system tags?

Privileged users are administrators/global moderators & moderators.

Can system tags be used in the API?

They are just like regular tags so they can be used via API, but if the user making the request isn't a privileged user they would get an error.

Regarding how it works in the front end:
If the user has permission to system tags, they will appear when entering the tag name (suggest search).
The system tags will not be visible to users that don't have permission.
