A few bugs

Since I'm having a hard time with the subfolder installation, I decided to do a subdomain installation. Frontend seems to work fine, but there are a few issues with the ACP.

• The Emailer (Local) page is blank.

• Unable to navigate the tabs on the General Settings page. No matter which tab I click, the General tab is displayed.

The local emailer plugin probably needs to be updated to use the new action:app.load filter. (Paging @barveyhirdman )

As for the latter problem -- what errors show up in the web console when you attempt to click on the tabs in the General Settings page?
