Custom Login Page

Hi All,

I'd like to change the login page, perhaps add some graphics etc.
Is it possible to create a custom login page via a plugin?

If so, is it possible to have one rendered without the top bar / menu items etc.

I'd like to start off from scratch (i.e., a page that if you go to browser -> page source, the output will be blank). From that point I'll load up the resources I need.
