and can't figure out where the setting is, or why it's missing?!

Personally I never even imagined that typing ![]() it so hard.
But, I guess, that button indeed should be there.
And actually it will, if you'll install plugin https://github.com/barisusakli/nodebb-plugin-imgur
Works like a charm.
