Unfortunately not, only Admins can create categories. It would be nice to have, but would probably require huge amounts of work to accomplish.

Could be made as a plugin, you would want to build some kind of UI or reuse the one we have in the ACP right now and let your plugin call https://github.com/NodeBB/NodeBB/blob/master/src/categories.js#L27. Although it would get quite chaotic since all the categories are displayed on the home page with lavender, you would need a theme that takes that into account as well.

@baris I don't think it's the case anymore on 0.5.1 branch of the theme @julian did some changes.

True if you only let users create sub categories then it should be fine.

@baris can users do this now? it would be great to turn of node bb community into something like sub reddits where people can make their own sub forums for discussiosn

It is not possible for users to make categories now.
